Promoting Systems Transformation
The Global Network of Deans of Education (GNDE) is actively supporting sustainable reforms and improvements of education and other systems in a variety of ways. One of our major activities has been to facilitate the development of a joint statement on rebuilding, renewing and transforming education and other systems from organizations representing senior school leaders, system administrators, principals, teachers, education support professionals, counsellors, psychologists, nurses and education deans. As these educator organizations continue to disseminate the statement and seek comments and endorsements from organizations and individuals around the world, they are also using parts of the statement as background when intervening in various consultations and initiatives. GNDE is taking the lead within the educators group on a helping countries and states/provinces to reform and improve their systems by breaking down the challenge of school change into manageable steps and elements. The UN is promoting country level followups from the Transforming Education Summit on their respective commitments and consultations (see the UN Guidance Note, analysis of country commitments and the Dashboard tracking changes in countries). GNDE has prepared a draft discussion paper on coherent and incremental systems change which has been posted on the joint statement web site. The paper and the web site identifies about 20 steps towards successful transformation (eg education reform commissions) and over 50 operational elements of systems that need to considered or aligned when transforming (eg whole government action plans on children). GNDE is asking is affiliated regional and national deans networks as well as its extensive list of institutional contacts to identify faculty members who can volunteer to prepare one page summaries on a transformation step or system element that:
